. and then lastly wanted to ask about the behavioral science critical incident. and this might be -- this might be for that unit, but i know that president ma zzucco and myself have been focused on that issue and giving officers as much support as possible. * we had asked for a change where there's more services provided, more mandatory briefings. i wanted to ask how that's been going and maybe that's a different presentation. >> there is mandatory debrief after every shooting. officers are afforded additional things through their health care plan should they need counseling. the behavioral science unit follows up on top of that. frankly, we were fortunate in that we didn't have an ois in the last quarter and much of which you're discussing happened after that unfortunate last year a low year all the way around for ois, although we had 16 for the entire year. >> i'd like to follow-up on that. one of the questions, we had a presentation about the officer's well-being is that they further mandatory briefing thereafter. the ptsd, posttraumatic stress syndrome doesn't kick into place until about 90

behavioral science unit. that's required to be done within 72 hours of the incident. and the officer meets with the -- the involved officer meets with the folks from the behavioral science unit and he is provided information about posttraumatic stress and about resources he that would be available to the officer. two other things that happened are a range debrief and a modified force options debrief. that's the simulator. the officer goes back out to the range, makes sure they retain the ability to effectively manipulate, physically manipulate the weapon. they were put through several shoot, no shoot scenarioses in the simulator to make sure that they retain the ability to navigate those correctly. the return to duty panel convened, as i said, five business days -- excuse me, i think i jumped. it's five business days after the incident. and the purpose per the general orders is to discuss whether it is appropriate for the involved officer to return to duty. the focus there is either issues that have been discovered at this time that would preclude the officer from returning to his or her r

early learning center in magnolia, 100 kindergartners spend half their school day learning science, social studies and math in chinese. one of the chinese teachers there, li jing jing, had a goal for her students to be able to count to 100 by the end of the school year. her students achieved that goal by november. by the fourth grade, these students will achieve language proficiency. they will take the ap test in ninth grade. and they will be ready for those 1.2 billion jobs when that day comes. i can't wait to see how far these kids go and i'm excited to see more schools offering this opportunity. li jing jing is here with us today. let's thank her and her fellow world language teachers for the great work they are doing to prepare delaware students for the world we now live in. [applause] now, it takes great teachers to keep up with these young learners. research confirms what parents know, that nothing contributes to student learning as much as a quality teacher. we have many excellent teachers in delaware. here are three ways we can get more. first, new teachers need to be ready

said that science asks different questions than religion does, and so we don't really have to confuse them or mix them up. science asks what, how, when, where, and religion and philosophy ask why. see, that's a little bit different. now many people are only concerned with asking, why? and, what does it all mean? what is the purpose of life? how can i attribute meaning to what i do? and they forget about asking the question, "how does it work? and, how can i make it work better?" those are all scientific questions. so again, science and religion do not have to be incompatible - they simply ask different questions. near-death experiences - when do they happen? what type of people have them? what are the neurological and psychological mechanisms? these are all scientific questions. now, what do they mean? those are the philosophical and religious questions.
